The bill suggests removing the safety inspection of tinted windows and mandates that drivers lower tinted windows upon the approach of a law enforcement officer.
If passed, these changes would take effect on December 1, 2025

Understanding Visible Light Transmission (VLT)
VLT refers to the percentage of visible light that passes through your car windows. North Carolina’s laws stipulate minimum VLT percentages to ensure adequate visibility:
Windshield: Non-reflective tint is permitted above the manufacturer’s AS-1 line or the top 5 inches, whichever is longer.
Front Side Windows: Must allow more than 35% of light in.
Back Side Windows and Rear Window:
Passenger Vehicles: Must allow more than 35% of light in.
Multipurpose Vehicles (e.g., SUVs, vans): No restrictions on tint darkness.
Note: A 3% variance is allowed, meaning a reading as low as 32% VLT is considered compliant .
Reflectivity and Color Restrictions
Reflectivity: Tint must not be more than 20% reflective on any window.
Prohibited Colors: Red, amber, and yellow tints are not permitted.
Medical Exemptions
Individuals with medical conditions requiring reduced light exposure can apply for a medical exemption permit through the N.C. Division of Motor Vehicles’ Medical Review Program.
Permits are valid for up to five years.
A medical exception sticker must be displayed in the lower left-hand corner of the rear window.
